Was the World's First Ever Windmill Built in Houghton Regis?

In a letter to the Dunstable Gazette, Barry Horne writes, "“An unknown man had designed, and built, the first windmill in England, possibly the world.”

"This mill was built in the fields of Houghton Regis, but when Henry I established Dunstable soon after the year 1100, the mill was incorporated into the town.

“The location of the mill is easily seen at the north-east corner of the town where the boundary of the new town makes a strange diversion to include this miracle of the age."

If true, it could mean that the Houghton Regis mill was a miracle wonder of it's time.
